Amends Chapter 814c of the general statutes to reform the Commission on Human Rights and Opportunities complaint process.

Requires the commission to address data limitations that prevent effective tracking and processing of complaints.

Mandates implementation of a complaint tracking system to ensure all statutory time frames for processing complaints are met.

Requires uniform complaint processing procedures and separate handling of housing discrimination complaints from all other complaint types.

Requires improved performance reporting to the General Assembly and Governor, and adds an independent mediator for complaint resolution.
