Limits regional performance incentive program grants to regional councils of governments only, removing eligibility for economic development districts, regional educational service centers, and local/regional boards of education (effective July 1, 2017).

Permits any two municipalities to form a local agricultural council to support farming, educate officials on agricultural laws, provide conflict resolution, and promote agricultural economic viability.

Establishes that two regional councils of governments may form a regional agricultural council with the same powers and purposes as local agricultural councils.

Requires at least one municipality with a population of at least 75,000 to participate when forming a regional economic development commission.

Grants regional councils of governments authority to establish boards investigating ethics violations and illegal activities, charge fees for geographic information system usage, create revenue sharing agreements, and establish regional revenue enhancement agreements (effective July 1, 2017).
