Authorizes the Commission on Municipal Opportunities and Regional Efficiencies to develop a regionalization evaluation tool to measure performance and efficiencies of municipalities and local/regional boards of education.

Requires the Commission to submit recommendations for municipal aid funding based on criteria established by the evaluation tool.

Mandates the Office of Policy and Management to notify municipalities and school boards of evaluation criteria if the General Assembly implements such criteria through legislation.

Requires the Office of Policy and Management to implement the regionalization evaluation tool.

Intended to assist municipalities with regionalization efforts.
