Municipalities may impose a buyer's fee of up to 1% on real property conveyances occurring on or after July 1, 2017, applied to consideration exceeding $150,000.

Fee revenue must be kept in a separate municipal account and used exclusively for purchasing development rights or acquiring and stewarding open space and farm land.

Municipalities may use collected fees independently or in cooperation with state, federal, or private organizations such as land trusts.

Conveyances that result in preservation of open space and farm land are exempt from the buyer's fee.
