Amends section 17b-342(h) of Connecticut general statutes to authorize retroactive Medicaid payment for eligible home-care services up to three months from the date an individual applied for assistance, effective October 1, 2017.

Requires retroactive payments to comply with federal regulations (42 CFR 435.915) and restricts eligibility to applicants who have not transferred assets for less than fair market value within the sixty months prior to application.

Imposes a penalty period for applicants who made improper asset transfers, in accordance with federal law (42 USC 1396p(c)(1)(D)(ii)), with the penalty period defined by reference to section 17b-261q.
