Effective July 1, 2017, the Commissioner of Social Services must increase the fee schedule for meals on wheels under the Connecticut home-care program for the elderly to reflect reasonable costs of providers and minimize copayments for participants.

Reasonable costs for meals on wheels are defined as including the cost of food, food preparation and packaging, transportation, delivery, and associated labor and administrative costs.

Changes section 17b-343 to require the Commissioner of Social Services to annually increase the entire fee schedule (changed from "may" to "shall") based on increases in the cost of services.

Notice of intent to adopt regulations must be published on the Department of Social Services website and the eRegulations System instead of the Connecticut Law Journal.

Removes language freezing maximum allowable rates for services from July 1, 1990, through fiscal years ending June 30, 1992 and 1993.
