Repeals and replaces Section 16-233 of the general statutes, effective October 1, 2017.

Restricts the right to occupy and use municipal gains on public utility poles to towns, cities, boroughs, fire districts, and the Department of Transportation for municipal or state signal wires or private telecommunications service.

Prohibits the assignment, lease, sale, transfer, conveyance, or other application of municipal gains to any person other than the authorized municipality, fire district, or department.

Requires the Public Utilities Regulatory Authority to prescribe the location or relocation of gains on utility poles or in underground communications duct systems.
