Creates a new requirement that state liens under Connecticut General Statutes section 17b-93 must be recorded on municipal land records to be effective against other persons, effective October 1, 2017.

Establishes that recorded state liens shall not be effective against any holder of a prior recorded interest in the land.

Amends section 17b-85 to clarify that lack of commissioner consent to the sale, assignment, transfer, or encumbrance of real property does not invalidate the disposition or impair any title or interest in that real property, effective October 1, 2017.

Maintains existing requirements that persons receiving state assistance benefits notify the commissioner within ten days of obtaining property, wages, income, or resources, and that they report changes in application information.
