Establishes a task force to study transportation issues for veterans, senior citizens, and individuals with disabilities, including best practices from other states and ways to improve state-provided transportation.

Task force comprises 10 members: two appointed by the House Speaker (one with senior/disability transportation expertise, one with veterans' affairs expertise), two by the Senate president pro tempore, and one each by House and Senate majority and minority leaders; plus the Commissioners of Transportation, Veterans Affairs, Aging, and Social Services or their designees.

All appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after passage.

Task force shall submit findings and recommendations to relevant General Assembly joint standing committees no later than January 1, 2018, at which point the task force terminates.

Administrative staff support provided by joint standing committees with cognizance over transportation, veterans' affairs, aging, and human services matters.
