Repeals and replaces Section 2-53m of the general statutes, effective October 1, 2017, to modify the Children's Report Card maintained by the joint standing committee on children.

Refocuses primary indicators to measure child abuse rates, child poverty, low birth weight, and reading proficiency, removing previous references to third grade reading proficiency and the social health index.

Requires data presentation by ethnicity, race, gender, age, and other relevant characteristics where appropriate.

Establishes a leadership committee comprising legislative chairs, agency commissioners, the Governor, Child Advocate, and representatives from nonprofits to review and assess adequacy of indicators and performance measures on or before January 15, 2018, and annually thereafter.

Directs the joint standing committee on children and the accountability subcommittee on appropriations to identify child welfare system programs making significant contributions to child well-being and require those entities to prepare annual report cards using a results-based format by January 15, 2018.
