Appropriates $28.4 million in deficiency funds from the General Fund for fiscal year 2016-2017 to cover various state agencies.

Allocates $8.1 million for Early Intervention and $1.9 million for Care4Kids TANF/CCDF programs under the Office of Early Childhood.

Provides $10 million for state debt service, $3.5 million for Department of Correction workers' compensation claims, and $2.4 million for Public Defender Services Commission personal services.

Reduces appropriations by $28.4 million from the State Comptroller's fringe benefits account, including $16 million from state employee health insurance costs, $8 million from retired employee health service costs, and $4.4 million from employers' Social Security tax.

Implements Governor's budget recommendations with all provisions effective upon passage.
