Requires persons who acquire title through foreclosure to register within 15 days of title vesting, providing updated registration information including the maintenance contact responsible for the property.

Authorizes municipalities to issue notices to plaintiffs or registrants if abandoned property or properties in violation of maintenance ordinances are not remedied by a specified date.

Imposes civil penalties of up to $100 per violation (maximum $5,000) on plaintiffs failing to register initially, and up to $250 per violation (maximum $25,000) on persons acquiring title who fail to register within 30 days.

Clarifies that registration or failure to register does not create legal obligations for plaintiffs to repair or maintain property prior to title transfer, except when the property becomes abandoned under state law.
