Repeals existing provisions that allowed utility companies (electric, gas, water, telephone, telecommunications) to report residential customer nonpayment to credit rating agencies after 60 days of delinquency.

Prohibits utility companies from submitting any information about residential customers' nonpayment to credit rating agencies, effective October 1, 2017.

Removes the 30-day advance notification requirement that previously required utilities to inform customers before reporting delinquent accounts to credit agencies.

Eliminates the exception that allowed reporting during pending customer complaints, investigations, hearings, or appeals with the utility authority.
