Establishes a qualified ABLE program administered by the State Treasurer to help eligible individuals with disabilities save funds for qualified disability expenses.

Creates the Connecticut Achieving A Better Life Experience Trust within the Office of the State Treasurer to receive and hold all ABLE account deposits and earnings.

Authorizes the State Treasurer to contract with other states' qualified ABLE programs to provide Connecticut residents access to alternative programs.

Removes definition of "contracting state" and renumbers remaining definitions in the ABLE program statutes.

Requires the State Treasurer to submit annual reports to the Governor and General Assembly on trust operations, including account numbers, contributions, distributions, and account abuse issues, effective October 1, 2017.
