Commissioner of Social Services must amend Medicaid state plan by December 31, 2017 to allow deduction of conservatorship expenses including conservator compensation, Probate Court filing fees, and probate bond premiums.

Expands state's ability to claim reimbursement from persons under voluntary or involuntary conservatorship for assistance paid under state supplement, medical assistance, and other welfare programs, effective January 1, 2018.

Limits state's annual claim against conserved persons to $5,000 per calendar year for reimbursement of Probate Court Administration Fund expenditures.

Authorizes conservators to place liens on real property of conserved persons to secure unpaid compensation for services, subject to prior Probate Court approval and expiring 20 years after recording.

Applies existing state reimbursement claim procedures for inheritance and causes of action to persons under conservatorship, with same priority and allocation rules as for other assistance beneficiaries.
