HB 7040 - Human Services Budget Implementation

• Freezes payment standards for Temporary Family Assistance and state-administered General Assistance programs for fiscal years ending June 30, 2018 and 2019, and eliminates annual cost-of-living adjustments for Supplemental Security Income (SSI) state supplements for those same fiscal years.

• Modifies Medicaid drug reimbursement methodology effective April 1, 2017, allowing the Commissioner of Social Services to revise reimbursement methods and professional dispensing fees for covered outpatient drugs to comply with federal regulations.

• Caps nonemergency dental services under Medicaid at $1,000 per fiscal year for individual adults, subject to certain exceptions.

• Requires local and regional school boards to enroll as Medicaid providers by July 1, 2017, participate in the Medicaid School Based Child Health Program, and submit billable service information electronically to the Department of Social Services.

• Freezes nursing facility and residential care home payment rates at fiscal year 2017 levels for fiscal years 2018-2019, except for approved capital improvements for health and safety, and limits enrollment growth in state-funded long-term care programs for seniors at June 30, 2017 levels.
