Adds "waste conversion facility" to Connecticut's waste management definitions, defined as a facility using thermal, chemical, or biological processes to convert solid waste into electricity, fuel, gas, chemicals, or other products, explicitly excluding facilities that combust mixed municipal solid waste to generate electricity.

Modifies the definition of "resources recovery facility" to specify facilities that combust municipal solid waste to generate electricity, narrowing from the previous broader language about reclaiming energy from municipal solid waste.

Removes references to "mixed municipal solid waste composting facilities" from permit requirement sections and related regulatory provisions throughout the statute.

Repeals Section 22a-208q of the general statutes entirely.

All changes take effect October 1, 2017.
