Commissioner of Energy and Environmental Protection shall develop proposed legislation for an extended producer responsibility program if the task force established by special act 16-6 recommends one for any consumer packaging component of the state's solid waste stream

Commissioner must submit proposed legislation to the joint standing committee on environment at least 30 days before the next regular legislative session

The committee has 60 days from receipt to vote on approving, disapproving, or amending the proposed legislation

Commissioner shall implement the extended producer responsibility program upon approval of the legislation by both chambers of the General Assembly

Act takes effect upon passage
