Allows the Commissioner of Consumer Protection to refund permit fees if returned unused within 60 days of issuance.

Imposes a $20 fine on applicants whose checks for permits or licenses are returned uncollectible, plus any financial institution fees charged to the department.

Authorizes the Commissioner to fine applicants who fail to renew licenses, permits, certificates or registrations by the expiration date; fines equal 10% of the renewal fee with a minimum of $10 and maximum of $100.

Allows the Department of Consumer Protection (not boards) to reinstate lapsed licenses without examination if the applicant provides notarized work experience documentation and pays all back and late fees.

Permits applicants to apply for reinstatement to the Department within three years of the automatic reinstatement deadline; applicants pay back fees unless they attest they did not work in the occupation during the lapse, in which case they pay only the current renewal fee; lapses of three years or more require a new application.
