Expands whistleblower protections under section 4-61dd to include Probate Court employees who report corruption, unethical practices, violations of law, mismanagement, or gross waste of funds, with the same protections against retaliation as state and quasi-public agency employees.

Establishes Regional Children's Probate Courts (up to seven) to handle specialized children's matters including guardianship, termination of parental rights, adoption, paternity, and emancipation cases, with administrative judges and dedicated staff including "family specialists."

Creates a new staff position called "family specialist" in Regional Children's Probate Courts and other Probate Courts to perform functions such as facilitating family care plans, coordinating with the Department of Children and Families, and conducting follow-up on court orders.

Modifies probate file transfer procedures to use digital imaging through the Office of the Probate Court Administrator instead of certified paper copies, effective January 1, 2018.

Allows guardians of adults with intellectual disabilities to petition for authority to manage up to $10,000 in protected person assets without requiring a separate conservator appointment, subject to court approval and bonding requirements.
