Designates Probate Court employees as state employees for purposes of chapter 68 (collective bargaining) effective October 1, 2017, while maintaining their non-state employee status for other purposes.

Allows Probate Court employees employed by regional children's probate courts to be entitled to probate court employee benefits and to participate in collective bargaining.

Adds the Probate Court to the definition of "employer" under the state's collective bargaining statutes.

Establishes the Probate Court Administrator as the employer's representative in collective bargaining negotiations with Probate Court employee organizations.

Enables Probate Court employees to negotiate jointly regarding wages and benefits through designated employee organizations.
