Revises the Fire Safety Code adoption process to require updates within 18 months following publication of new editions of nationally recognized model fire codes, unless the State Fire Marshal and Codes and Standards Committee certify revision is unnecessary.

Requires carbon monoxide detection and warning equipment in new residential buildings designed for one or two families and all public or nonpublic school buildings.

Requires smoke detection and warning equipment in all residential buildings designed for one or more families.

Mandates certification by local fire marshals or building officials that smoke and carbon monoxide equipment comply with the Fire Safety Code and State Building Code before issuing certificates of occupancy or completion of work.

Eliminates immunity provisions that previously protected municipalities, school boards, and their officials from liability for failure to detect carbon monoxide in public school buildings.
