Allows wreckers with annual towing permits to exceed axle, gross combination vehicle weight, and federal bridge formula limits when towing vehicles from highways, accident scenes, disabled vehicles, or by law enforcement order.

Requires a single-trip permit in addition to the annual permit for towing operations exceeding 160,000 pounds and weight limits referenced in federal regulations.

Clarifies that towing operations must comply with weight requirements "prescribed by" section 14-267a rather than "defined in" that section.

Permits bicyclists to approach the right-hand curb to make left turns at intersections in lieu of standard turning procedures, unless prohibited by local regulations.

All provisions become effective October 1, 2017.
