Establishes annual fee of $1,250 for in-state transporter's permit for alcoholic liquor allowing commercial transportation of any alcoholic liquor as permitted by law.

Prohibits transportation of imported alcoholic beverages into the state without an in-state transporter's permit, except for holders of out-of-state shipper's permits, manufacturer's permits, or wholesaler's permits.

Requires wine shippers to place conspicuous warning labels on containers, obtain signature from person age 21+ at delivery, and verify age with valid motor vehicle license or identity card.

Mandates holders of in-state transporter's permits file monthly electronic reports to Department of Revenue Services by the 15th of the following month, including consignor and consignee information and shipment dates.

Imposes penalties of up to $2,000 fine for each violation of the permit requirements, warning label requirements, age verification procedures, or reporting requirements; effective October 1, 2017.
