HB 7099 - Abandoned Motor Vehicles

• Requires garage owners to obtain commissioner approval and an affidavit of compliance before selling abandoned vehicles, rather than allowing immediate sales after specified time periods.

• Changes the notice of intent to sell filing fee from $5 to $25 and requires certification by the Commissioner of Motor Vehicles before any sale can proceed.

• Extends the storage period before sale from 15 days (for vehicles valued under $1,500) to a uniform 30-day period for all abandoned vehicles.

• Requires notification to the Commissioner of Motor Vehicles within 48 hours when a vehicle with no or invalid registration is taken into custody, and allows immediate transfer to licensed recyclers if the vehicle is valued at $500 or less and is heavily damaged or vandalized.

• Increases filing fees for notices of intent to sell from $5 to $25 in self-service storage facilities (section 42-160) and repair/storage lien cases (section 49-61).
