Expands the definition of "veteran" eligible for state veterans' cemetery burial to include Connecticut National Guard members with at least 20 years of qualifying service computed under 10 USC Chapter 1223.

Maintains eligibility for honorably discharged service members from the U.S. Army, Navy, Marine Corps, Air Force, Coast Guard, and their women's auxiliary branches.

Expands burial eligibility to armed forces members entitled to retirement pay under 10 USC Chapter 1223, including those under 60 years of age who would qualify but for their age.

Permits spouses of veterans to be buried in the state veterans' cemetery upon request or application to the commissioner, limited to one burial per veteran's family.

Requires the commissioner to designate a consecrated area within the veterans' cemetery for burials required by religious reasons.
