Expands eligible beneficiaries of Regional Greenhouse Gas Initiative auction proceeds to include gas ratepayers and heating oil customers, in addition to existing electric ratepayers.

Broadens authorized investments from "Class I renewable energy programs" to "clean energy, as defined in section 16-245n" to allow for more diverse energy project types.

Authorizes the Commissioner of Energy and Environmental Protection to allocate excess auction proceeds to the Connecticut Green Bank to support energy efficiency programs, including electric, oil, and gas efficiency.

Takes effect October 1, 2017 and amends section 22a-200c(b) of the Connecticut General Statutes.
