Prohibits school employees from using physical restraint on students except as emergency intervention to prevent immediate or imminent injury, and bans life-threatening physical restraints entirely.

Prohibits seclusion of students except as emergency intervention to prevent immediate or imminent injury, requires continuous monitoring with a clear line of sight, and prohibits seclusion as a planned intervention in a student's treatment or educational plan.

Requires parental notification within 24 hours when a student is placed in physical restraint or seclusion, and mandates review by administrators and parents when restraint or seclusion occurs four or more times within 20 school days.

Requires all local and regional boards of education to provide training in physical restraint and seclusion to teachers, administrators, and school paraprofessionals beginning July 1, 2017, and to establish crisis intervention teams at each school.

Mandates documentation of all restraint and seclusion incidents in student educational records and requires annual reporting to the State Board of Education on frequency of restraint and seclusion use and whether special education students were involved.
