Requires that consent orders entered by the Commissioner of Energy and Environmental Protection cannot be modified or revoked without consent of the party to the agreement.

Prohibits the commissioner from modifying remediation requirements and standards for parcels of land unless both the commissioner and the party agree to such modification.

Allows the commissioner or any party to a consent order to seek declaratory and injunctive relief from Superior Court to resolve disputes concerning the terms, conditions, and compliance with the consent order.

Applies retroactively to all consent orders entered into by the commissioner before, on, or after the effective date of this section.

Takes effect immediately upon passage and amends Connecticut General Statute Section 22a-6dd.
