Office of Early Childhood shall develop a proposed compensation schedule for early childhood educators employed by programs accepting state funds for infant, toddler, and preschool spaces that meet applicable staff qualifications.

Compensation schedule development must consider education level, early childhood training, relevant employment experience, certified teacher compensation in public preschool programs, and state cost of living.

Office may incorporate findings from previous compensation studies, utilize state and federal funding, and examine existing programs offering financial incentives like bonuses for degree completion.

Office must submit proposed compensation schedule and report to education and appropriations committees by January 1, 2018, including legislative recommendations, implementation costs, analysis of preschool seat availability impacts, and quality rating system integration.
