Adds a temporary 90-day immunization exemption for homeless children and youths (as defined in 42 USC 11434a) to attend child care centers, group child care homes, and family child care homes, with facilities required to maintain records of exemptions for two years after the child leaves.

Clarifies immunization exemption procedures by reorganizing religious and medical exemption provisions and specifying that religious exemption statements must be acknowledged by a judge, court clerk, town clerk, notary public, justice of the peace, or attorney.

Modifies the definition of exempt relative child care to include great-grandparents and clarifies kinship relationships established through court order, not just blood or marriage.

Changes the grant program eligibility period for competitive school readiness grants from a five-year to a three-year period based on an applicant's designation as having a priority school or being a town in the top 50 ranked by wealth.

Revises the minimum allocation for town coordination and administration of early childhood education programs from a fixed twenty-five thousand dollars to at least five percent of the total grant allocation.
