Requires the Connecticut Commissioner of Social Services to submit an annual report to the joint standing committee on human services, due no later than February 1st each year beginning in 2018.

Report must include for the previous calendar year: the number of able-bodied adults without dependents exceeding the three-month participation limit for supplemental nutrition assistance program (SNAP) benefits, their geographical regions of residence, and reasons they were allowed to exceed the limit.

Commissioner must provide recommendations in the report on how to reduce the number of able-bodied adults without dependents who exceed the participation limit.

Takes effect upon passage and amends Connecticut General Statutes Section 17b-105a.
