Adds "psychometrics" to acceptable degree fields for psychology technicians, expanding qualification options beyond psychology and mental health fields.

Requires supervising psychologists to remain physically present in the facility where psychology technicians provide services and be available to them during service provision.

Limits each psychologist to supervising no more than three psychology technicians simultaneously and requires documentation of technician qualifications and training completion dates.

Modifies exemptions to clarify that doctorate psychology students approved under state law may provide testing under supervision, and that school psychologists/examiners are exempt from these requirements.

Explicitly prohibits psychology technicians from selecting tests, conducting interviews, interpreting data, communicating results, or administering tests in educational institutions.
