Commissioner of Consumer Protection must adopt regulations by January 1, 2018 requiring testing of natural gravel aggregates and prohibiting sale of aggregates with pyrrhotite content equal to or greater than 0.23 percent by volume for use in residential concrete foundations.

Owners and operators of natural gravel extraction facilities must test aggregates by July 1, 2018 and annually thereafter, filing test results with the Department of Consumer Protection and providing documentation to purchasers.

Each extraction facility owner or operator must establish and publicly disclose a quality control plan by July 1, 2018 ensuring compliance with testing requirements and relevant State Building Code and ASTM standard C33 specifications.

Prohibition on installation of residential concrete foundations containing pyrrhotite in amounts equal to or greater than 0.23 percent by volume, including recycled materials, effective July 1, 2017.

Department of Consumer Protection must maintain electronic records of all test documentation for at least thirty years.
