Expands the definition of "person with disabilities" eligible for removable windshield placards to include veterans with post-traumatic stress disorder, as defined in section 27-103.

Allows veterans with PTSD to apply for removable windshield placards using the same application process as other persons with disabilities, including certification requirements.

Permits certification of veteran status and PTSD to be made by a licensed physician, physician assistant, advanced practice registered nurse, or member of the driver training unit for persons with disabilities.

Maintains existing placard specifications including the symbol of access (three inches or more, white on blue background), unique identification number, expiration date, and issuer identification.

Takes effect October 1, 2017, amending sections 14-253a(a) and (b) of the general statutes.
