Expands exemption from ethics reporting requirements for public officials, the Governor's spouse, and state employees who receive reimbursement for necessary expenses at events from "principal speaker" to "active participant."

Defines "active participant" as a speaker, panelist, moderator of a panel, or presenter of an award who provides substantive official service to the event sponsor.

Clarifies that reimbursements for necessary expenses must come from the sponsor of the event.

Maintains reporting requirement for lodging or out-of-state travel reimbursements to the Office of State Ethics within 30 days, unless funded by federal or state government.

Effective October 1, 2017.
