HB 7192 Summary

• Designates a nonprofit entity selected by the Governor to serve as Connecticut's protection and advocacy system, replacing the Office of Protection and Advocacy for Persons with Disabilities, effective July 1, 2017.

• Removes the Office of Protection and Advocacy director from multiple state committees and advisory councils, including those for ADA compliance, special education, children's behavioral health, autism spectrum disorder, long-term care planning, and building code standards.

• Transfers investigations related to abuse and neglect of persons with intellectual disabilities and autism spectrum disorder services to the Department of Developmental Services.

• Requires the nonprofit protection and advocacy entity to submit annual reports to the Governor on disability services and provide recommendations regarding rights and welfare of Connecticut residents with disabilities.

• Directs transfer of closed case files from the Office of Protection and Advocacy to the Office of Policy and Management by June 30, 2017, with former clients notified and files retained per established records schedules.
