Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study of nursing homes to determine whether there is a sufficient number in the state and whether services meet long-term care needs.

Study shall analyze annual nursing home population changes for fiscal years 2011-2016, state budget expenditures on nursing home care during that period, and whether programmatic or legislative changes are needed to better serve adults requiring institutionalized care.

Commissioner of Social Services must report study results to the joint standing committees on aging and human services by July 1, 2018, and may include recommendations for addressing service gaps and improving access.
