State marshals must meet professional standards including training requirements and minimum fees for executing and serving process, with regulations adopted by the commission in consultation with the State Marshals Advisory Board.

Commission shall implement policies and procedures to increase state marshal participation in serving capias mittimus orders, potentially requiring a minimum percentage of state marshals be actively engaged in this service at all times.

State Comptroller's electronic compensation system must facilitate electronic processing of income withholding orders from state or federal courts, including orders transmitted through the federal Office of Child Support Enforcement.

Individuals filing unemployment compensation claims must disclose whether they owe child support obligations; eligible claimants with child support debts trigger notification to the enforcing child support agency.

Unemployment compensation administrators must withhold amounts from benefits owed by individuals with child support obligations based on court orders, agreements with child support agencies, or electronic income withholding orders from the federal Office of Child Support Enforcement, and remit withheld amounts to the appropriate enforcement agency.
