Establishes a task force to study habeas corpus filings in the state and examine methods to evaluate applications at the time of filing to reduce frivolous submissions.

Task force membership includes eleven positions: six appointed by legislative leaders (Speaker, President Pro Tempore, Majority Leader, Minority Leader, and two Republican leaders), plus judiciary committee chairs/ranking member, Chief Court Administrator, Chief Public Defender, Chief State's Attorney, and Commissioner of Correction.

Appointments must be made within thirty days of the effective date, with the first meeting scheduled within sixty days of the effective date.

Administrative staff of the joint standing committee on judiciary shall support the task force.

Task force shall submit findings and recommendations to the judiciary committee no later than January 1, 2018, and shall terminate upon submission of the report or January 1, 2018, whichever is later.
