Requires the Department of Education and Department of Public Health to develop and regularly revise guidelines for managing students with life-threatening food allergies and glycogen storage disease, including staff training and allergen prevention protocols.

Mandates each local and regional board of education implement management plans by August 15, 2017, make plans publicly available, and annually attest compliance to the Department of Education.

Requires school curriculum and culinary programs to implement allergen restrictions and safety protocols allowing students with food allergies to participate, and integrate these plans into school wellness programs.

Directs the Department of Education to update health curriculum frameworks and culinary arts standards by July 1, 2018, to include food allergies, dietary restrictions, and allergen identification.

Requires joint development of school bus driver safety protocols by January 1, 2018, for responding to life-threatening food allergy emergencies, including student identification lists, CPR/first aid training, and epinephrine administration procedures.
