Commissioner of Education must develop reduced-isolation setting standards for interdistrict magnet school programs by July 1, 2017, with minimum enrollment of reduced-isolation students at no less than 20 percent of total school enrollment.

Standards allow interdistrict magnet schools to fall up to 1 percent below the minimum percentage if the commissioner approves a compliance plan to reach the target enrollment.

For school years beginning July 1, 2017 and 2018, all interdistrict magnet school programs must restrict single-district enrollment to 75 percent of total enrollment and comply with the new reduced-isolation setting standards.

Commissioner may establish alternative reduced-isolation enrollment percentages for magnet schools in the Sheff region if determined to increase educational access for Hartford residents and comply with Sheff v. O'Neill court decisions.

For fiscal years ending June 30, 2018 and 2019, schools failing to maintain reduced-isolation standards for two consecutive years may face financial penalties or other corrective measures determined by the commissioner.
