Requires certified kindergarten through grade 3 teachers with early childhood or elementary endorsements to take a biennial survey on reading instruction developed by the Department of Education, administered at no cost to teachers.

Makes survey results confidential and not subject to Freedom of Information Act disclosure, except results are shared with the teacher and their supervisor for professional development purposes.

Prevents survey results from being included in performance evaluations or summative ratings for teachers.

Establishes a reading readiness program providing tiered supports in early literacy to alliance districts and schools in the commissioner's network, with support levels based on assessment of existing literacy programs, teacher training, coaching access, and intervention staffing.

Creates three tiers of support: Tier 1 offers universal online professional development modules; Tier 2 provides literacy leadership training and coaching; Tier 3 includes multiyear departmental support, dedicated literacy coaches, intensive professional development, and funding for assessment materials.
