Allows towns to offer biennial (2-year) or triennial (3-year) dog licensing options in addition to the standard annual licensing, provided the license term does not exceed the dog's current rabies vaccination period.

Doubles license fees for biennial licensing and triples fees for triennial licensing compared to annual rates (neutered/spayed dogs $7 annually, unneutered/unspayed $12 annually, plus $1 clerk fee).

Requires $2 from each neutered or spayed dog license fee to be deposited into the animal population control account.

Maintains existing requirements for rabies vaccination certificates or exemption certificates at the time of licensing, regardless of licensing term selected.

Effective October 1, 2017.
