• Creates a new category of "independent expenditure political committee" that can only make independent expenditures and contributions to other independent expenditure political committees, with no contribution limits.

• Establishes clear definitions and bright-line rules distinguishing coordinated spending from independent expenditures, including detailed criteria for what constitutes a "coordinated spender" (family members, advisors, those receiving solicited funds, etc.).

• Requires persons making independent expenditures exceeding $1,000 in aggregate to file long-form and short-form reports with the State Elections Enforcement Commission within 24 hours of making or obligating payments.

• Expands disclosure requirements for independent expenditure committees to identify top five largest donors to recipients of "covered transfers" (funds passed between entities) when donor receives $25,000+ annually.

• Allows business entities and organizations to make unlimited independent expenditures and contributions to independent expenditure political committees, subject to enhanced disclosure and reporting obligations.
