Establishes a task force to identify and analyze factors influencing tuition rates at public institutions of higher education, examine costs including room, board, books, and mandatory fees, and provide recommendations to lower educational costs.

Task force composition includes 8 members: 2 appointed by the House speaker, 2 by the Senate president pro tempore, 1 each by the House and Senate majority leaders, and 1 each by the House and Senate minority leaders.

All appointments must be made within 30 days of the bill's effective date; the House speaker and Senate president pro tempore shall designate task force chairpersons.

First task force meeting must occur within 60 days of the bill's effective date, with administrative support provided by the joint standing committee on higher education and employment advancement.

Task force must submit a report with findings and recommendations to the joint standing committee by January 1, 2018, and shall terminate upon submission of the report or January 1, 2018, whichever is later.
