Amends section 7-204 of general statutes to expand parking authorities' powers to bid on, operate, and manage parking and transit facilities anywhere in the state, effective July 1, 2017.

Allows parking authorities to maintain and operate facilities (previously limited to "and operate" only) with new authority to bid on operation or ownership and manage such facilities.

Extends parking authority jurisdiction to include transit facilities in addition to parking facilities.

Permits parking authorities to exercise these expanded powers across municipal lines, enabling multimodal local transportation planning.

Maintains existing prohibitions on eminent domain takings from corporations with their own eminent domain rights.
