Removes water companies from the general public service company exemption under Freedom of Information Act security records, making water company records subject to different disclosure rules effective July 1, 2017.

Creates a new confidentiality framework for water company records filed with public agencies, exempting 11 categories of sensitive information including cybersecurity plans, emergency contingency plans, facility design drawings, dam specifications, and operational details of treatment plants.

Requires water companies submitting water supply plans to provide a redacted copy alongside the full plan, with redactions limited to information specified in the new exemption categories.

Establishes that sabotage prevention and response procedures submitted by water companies remain confidential and not subject to Freedom of Information Act disclosure.

Allows the Commissioner of Administrative Services to review other records upon water company request to determine if they qualify for exemption based on reasonable grounds for safety risk.
