Establishes a rental assistance grant component within the Small Business Express program for start-up businesses registered to conduct business for no more than one year.

Rental assistance grants capped at $2,000 per month for up to 12 months, with total annual program funding not to exceed $500,000 statewide.

Grant funds designated exclusively for payment of commercial rent, with prioritization given to applicants with likelihood to grow and create jobs.

Waives the 12-month business registration requirement for start-ups receiving rental assistance grants under the program.

Effective October 1, 2017, and includes requirement for Commissioner of Economic and Community Development to report on program data every six months to General Assembly committees.
