Repeals and revises subsection (a) of section 32-7p to clarify the composition of the Technology Talent Advisory Committee within the Department of Economic and Community Development, removing redundant language about "the Department of."

Amends section 32-39 to allow Connecticut Innovations to consider relocating its main office to a designated innovation place and establishing satellite offices in multiple designated innovation places upon lease termination.

Clarifies the definition of "growth stage business" in sections 32-39f and 32-39j by adding the word "that" to each of three criteria regarding incorporation period, private capital, and revenue growth.

Revises section 32-235 to reorganize funding allocations for economic development programs, including adjusting language for the Technology Talent Advisory Committee funding and Connecticut Supplier Connection grants.

Repeals section 32-8c of the general statutes.
